Speech by Frank Brenner Director General EUROCONTROL
“ You’re Excellency Ambassador Lepavcov, Director General Mojsoski, honored guests, ladies and gentlemen: I am delighted that you could join me this afternoon to celebrate the Former Yugoslav Republic of Macedonia’s fifteen years of membership of EUROCONTROL.
As Director General Mojsoski will agree, a Director General’s life is not an easy one but there are high points every now and again – and this is definitely one of them! I am really pleased that you could be here to join in our festivities this afternoon! 15 years, one month and tree days ago precisely, on 1 November 1998 your state become 28th Member State – on 1January 2015, as many of you know, Georgia will become our 40th.
You joined us only seven years after gaining independence and five years after joining the United Nations.
So, your state was quick of the mark to establish its European credentials and adopt European values, standards and ways of working.
We see this especially clearly in the field of aviation, where the Former Yugoslav Republic of Macedonia has been very active.
Traffic in south-eastern Europe has been growing faster than anyone else on the continent and this trend is tipped to continue.
Our recently published short-term traffic forecast says that your traffic should grow by 2.5% next year and by 3.7% in 2015: those are very healthy figures!
Every effort is being made to accommodate this traffic growth: new systems have been installed and updates and improvements made.
Skopje’s airport, for instance, has a new terminal building which can cater for three million passengers a year.
Another extremely good point for Skopje’s airport is that, for the last years, it has had zero rates of air traffic delay. I wish that European airports could follow this superb example!
The air navigation service provider, M-NAV, has made substantial effort in aligning runway procedures and practices with ICAO’s and EUROCONTROL’s guidelines, so enhancing air traffic safety at both Skopje and Ohrid airports.
All aviation players have worked together with EUROCONTROL’s Network Manager to make excellent improvement in airspace design and capacity planning – no fewer than 15 airspace design improvement packages were implemented between 2008 and 2012.
Free Route Airspace began to be deployed this spring; full deployment will be done next year. This is an excellent development as it will make for large saving in fuel, CO2 emissions – and money!
That’s not all. M-NAV has taken its stakeholders’ pleas for lower costs to hear and has lowered its en route unit costs – it did so by as much as 8.8% in 2011.
All this goes to prove that FYROM is a committed and energetic member of our Organisation and one that we are proud of.
Their recent achievements can be applauded – but we know that future will bring its challenges.
The opening of the Kosovo airspace is one of them.
This opening will doubtless make for a lot more traffic for M-NAV to handle. We are working very closely both with them and the Civil Aviation Authority to prepare for this event.
The republic went through a difficult patch last year; the global economic downtown was responsible for decrease in investment and trade deficit.
But typically, the country picked itself up and trough sound fiscal policies and robust financial system, it has managed to regain stability and not only improve but retain its credit rating.
The growth that we now see there is positive indication of good times to come.
As you know, air traffic growth tends to rise in parallel with a country’s GDP and so we see this as hopeful sign.
In short, this is a lively, energetic young state with plenty of good will and determination.
It is valued partner of ours, both on an operational level as a Member State in our governing bodies.
We are delighted to celebrate the fifteen years that you have been with us and look forward to many more years of fruitful and mutually beneficial cooperation!

Dear friends and colleagues...
It gives me a great pleasure that on the occasion of EUROCONTROL Provisional Council 40, to promote the Fifteenth Anniversary of a successful membership of Civil Aviation Agency Republic of Macedonia in EUROCONTROL.
My pleasure is deepened by the fact that this jubilee coincides with the 50-th Anniversary of the establishment of the EUROCONTROL Agency that we collaborate with in a notable fashion and at highest possible level.
Historically speaking, the independence of the country and setting up of our own Flight Information Region, the EUROCONTROL's support actualized by special agreements, the assistance in the introduction of new technologies, involvement in the CRCO, EAD and CFMU, the certification and planning of new facilities have played an important role in the process of including the Republic of Macedonia into the European Air Traffic Management.
Development of the air transportation of the Republic of Macedonia in compliance with the European standards and practices, and are of exclusive significance in terms of the application of expertise at national level.
Furthermore, the presidency of the Republic of Macedonia with EUROCONTROL during the 2011, represented an enormous experience and a great honor to be an important part of the decision making process of the statutory bodies of the Organization.
The opening of the Kosovo upper air space, modernization of the systems and introduction of new technologies in accordance with SESAR, active participation in the projects for Centralized Services aimed to enhancement of the safety and efficiency performances and achieving the EU targets, reduction of costs and ultimately, competence for increased number of air traffic flows, are our major projects that we will collaborate in joint efforts together with EUROCONTROL.
The European system is complex and depends on the commitments of all of its participants. The membership to the Organization has offered numerous possibilities and guidance in finding solutions for the complex considerations of Europe at technical, operational and sometimes even at political level.
The United Europe concept, the Single European Sky project of partnership and cooperation enjoys our full support as an institutional development, strategy and vision of EUROCONTROL that would most certainly strengthen the role of the Organization at European and global level and provide vast benefits for the member states, the industry, the travelling public of Europe and of the world.
I take this opportunity to express our appreciation to the EUROCONTROL Organization for the significant support that we gain, and especially to its leading man, Mr. Frank Brenner, the Director General of EUROCONTROL who gave us a real honor and encouragement, and an exquisite opportunity to present the Republic of Macedonia at the Provisional Council's meeting before the member states under a genuine slogan for a celebration of 15 successful years of membership, collaboration and partnership.
Now, on behalf of the Civil Aviation Agency of the Republic of Macedonia, I would like to invite Mr. Frank Brenner to receive the Certificate of Appreciation for all the support and partnership expressed by EUROCONTROL during the time of our membership.
I would like to invite Mr. Alberto Varano, Mr. Luc Tytgat, Mr. Patrick Ky, Mr. Catalin Radu, Mr. Matthew Baldwin and Mr. Patrick Gandil to join us, so that I can express our gratitude.
