Operational safety directive
Applicability:
To all persons holding valid free flying wing pilots licence, issued by the foreign state aviation authorities or other entity, authorized by the regulations of that state for issuing free flying wing pilot licence.
Definition:
For the purpose of this Operational Safety Directive (OSD), the following definitions are applied:

Purpose:
Urged by the latest serious incident occurred on 9 July 2019 where foreign hang glider pilot sustained serious bodily injuries and in accordance with the data the Civil Aviation Agency has at its disposal, that are pointing to frequent occurrence foreign pilots to be insufficiently informed about the rules and limitations for operating of free flying wings in the Republic of North Macedonia and performing flights without previous announcement and coordination with the competent air traffic control, insufficient knowledge of the terrain, meteorological conditions, limited, prohibited and/or conditionally prohibited zones and etc., as well as increasing the level of personal safety of the free flying wing pilots and safety of the participant in the air traffic.
Based on the above-mentioned reasons the Civil Aviation Agency of the Republic of North Macedonia issues this Operational Safety Directive.
Necessary activities and time of adherence:
On the date and time of entry into force of this OSD, the free flying wing pilots not holding licence issued by the Civil Aviation Agency of the Republic of North Macedonia i.e. they are licence holders issued by foreign states aviation authorities or other entity, that is authorized by the regulations of that state for issuance of that licence, are prohibited to perform flights on the territory of the Republic of North Macedonia if they are not organized or coordinated by an authorized training centre and/or free flying wing instructor certified/authorized by the Civil Aviation Agency of the Republic of North Macedonia.
Note:
It is prohibited to perform any type of flying activities with free flying wings if the pilot is not a holder of suitable medical certificate and valid licence issued by the Civil Aviation Agency or by a foreign state aviation authority or other entity, authorized for issuance of that licence by the regulations of that state.
Notes:
- The results from the safety assessment indicated the need of urgent issuance and announcement, without the complete consultation process.
- The inquiries regarding this OSD should be submitted to the Civil Aviation Agency.
